In my endless quest to find drugstore alternatives to my favorite department-brand products, I have acquired Neutrogena Oil-Free Eye Makeup remover. Guess what ladies? This is the best eye makeup remover you will find for under $10. I love it!
Phase I: how I met my destiny - er, I mean my eye makeup remover
My mother gave me Lancomes Bi-Facil as a Christmas gift, which is largely known to be the best eye makeup remover around. Okay, this is probably true, and I hoarded it until there were only two sad little drops left. Sigh . off I went to Wal-Mart to find something that would remove shadow, liner and mascara in one swipe, leave my delicate eye area soft and refreshed, be gentle to my contact-wearing eyeballs, all with an affordable price tag. After a few misses (LOreal and Ponds, to be precise) , I FOUND IT! Neutrogena Oil-Free Eye Makeup remover, at $5.36 for 3.8oz. Since I have used Neutrogena skin products in the past, with mostly good results, I thought Id give this a try. Their makeup is a little more iffy to me, but not for any skin irritation or reaction, so I took my new eye makeup remover home.
Phase II: How would I recognize it?
Neutrogena Oil-Free Eye Makeup remover comes in two sizes, 3.8 oz and 5.5 oz. ( I have the 3.8 oz). It looks like clear liquid in a 6 inch tall clear blue plastic bottle. The cap unscrews, it is pearly gray. The packaging for this product is quite nice.
The front has the product name and size, and specifies effective & gentle - removes even waterproof mascara - no oily residue.
The back label states: This dual-phase 100% oil-free liquid activates when shaken to gently whisk away even waterproof eye makeup without any tugging, pulling or stinging. Your skin is left feeling clean and fresh with no oily residue. Aloe and Cucumber extracts soothe skin.
To use: SHAKE WELL. Apply with cotton pad on closed eyelids. Gently rinse with warm water.

Phase III: Neutrogena vs. makeup: the final outcome
Okay, so that night I was staring at the bottle with my lined, shadowed, mascarad eyes. Here goes . I shook the bottle, opened it and wet a cotton pad. Then I swiped it, gently but firmly, across my closed eyelid, and looked up in the mirror. Well! My eye was clean and bare! There *was* a slight slick-feeling residue (I hesitate to say oily, since its oil-free). But let me assure you it was slight. So I wet another cotton pad with warm water and wiped my eye again - residue gone. When I looked very closely in the mirror, I could see teeny tiny dots of liner left at the very very base of my lashes, but nothing a Q-tip dipped in Neutrogena Oil-Free Eye Makeup remover didnt remove easily and gently.
This liquid on my finger feels like a thin, light oil. I know, I know, its oil-free, but thats what it feels like. If you would like a comparison to other stuff Ive tried, it is not as watery as the Ponds version, nor as oily as LOreal, but not quite as light as Lancome.
I will note that you must remember to shake the bottle every time, because the ingredients will separate in the bottle. And for you scent-o-phobics, I will note that if you stick your nose in the bottle opening, you will find a slight, somewhat medicinal smell, but that's the only time you'll notice it (I tried, just for this review!).
Phase IV: Post-game wrap-up
Overall I love this product. It is extremely gentle, and removes even stubborn, waterproof makeup without tugging, as promised, though you might need a Q-tip to get every last trace off. But I found this to be true of ANY eye makeup remover (even Lancome!), and I think it has more to do with the coverage area of a cotton pad, than lack of effectiveness of a product. Neutrogena Oil-Free Eye Makeup remover definitely gets makeup off almost as soon as it touches the stuff. My eyes are never irritated, even if I neglect to rinse. The consistency is high-quality, and I like it very much, especially since any slight slickness absolutely vanishes with a follow-up swipe of water. And since it does say to rinse in the directions, I cant hold this against Neutrogena. After all, its not Lancome Bi-Facil but it comes very very close. I buy this again and again with consistently great results, and recommend it to everyone.
